Senate Bill S-223 starts second reading process, sponsor now retired

Bill S-223 quietly had its second reading in the Senate on April 19th. Senator Céline Hervieux-Payette (QC), who retired on Friday, spoke as the Bill's sponsor. Debate was closed following Hervieux's speech and it is still not clear if the Liberals will formally support the bill. Neither the Liberals, nor the Conservatives have been scheduled to speak to the bill as yet, something that would normally happen as part of the second reading process, before the bill can be voted on to continue. The bill would also need a new sponsor prior to continuing.
